Bargaining with the street vendor for the peacock feathers

The place was broadway, Ernakulam. I spotted a street vendor selling fans made of peacock feather. He was selling individual feathers for rupees 20 each. The fans were costing between 130 to 500 rupees. Peacock is the national bird of India. These guys claim that they are not hunting the peacocks for making these fans. They collect the feathers shed by the peacocks and make these beautiful and soft fans. If you plan to carry it outside India, please ensure that it is not illegal. I am not sure whether peacocks come under the endangered species or not.
